Biography

I am an Indigenous scholar and native speaker of Huanca Quechua, an endangered variety spoken in the central highlands of Peru. Currently, I am an Associate Professor in the Department of Literacy, Culture, and Language Education in the School of Education, and an Adjunct Associate Professor in the Departments of Anthropology, American Studies, and in the Latino Studies Program. I am also a Faculty Member in the Minority Languages & Cultures of Latin American Project, and an Associate Faculty at the American Indian Studies Research Institute. I am an Affiliated Faculty with the Social Foundations Program Area in the Department of Educational Leadership and Policy Studies; with the School of Global and International Studies; with the Center for International Education, Development and Research; with the International Studies Program; with the Center for the Study of Global Change; and with the Center for Latin American and Caribbean Studies at Indiana University Bloomington. I received my Ph.D. in Educational Linguistics/Sociolinguistics from the University of Pennsylvania, USA; I earned my M.A. in Hispanic Linguistics from The Ohio State University, USA, and B.A. in Translation from the Universidad Ricardo Palma, Lima-Peru.

My research appears in a good number of book chapters published by Cambridge University Press, Oxford University Press, Routledge, Multilingual Matters, Wiley-Blackwell, Springer, SAGE, Wilson, Cambridge Scholars Publishing, UNESCO, Nova Science Publishers, Author House, Fondo Editorial de la Pontificia Universidad Católica del Perú, and the Universidad de Sonora, Mexico. My research also appears in several international journals such as the International Journal of the Sociology of Language, the International Journal of Bilingual Education and Bilingualism, the Latin American and Caribbean Ethnic Studies, the Journal of Second and Multiple Language Acquisition, the Droit et Cultures: Revue International Interdisciplinaire and Amerindia. I was a Guest Co-editor for the Special Issue on Language Contact and Universal Grammar in the Andes (2011, Lingua). I was also a Guest Co-Editor for the Special Issue on Translingual Literacies (2017, Journal of Multilingual and Multicultural Development), and a Guest-Editor for the Special Issue on Indigenous Language Regimes in the Americas (2017, International Journal of the Sociology of Language), and an Issue Editor for the thematic volume on The Politics of Language (2017, Chiricú Journal: Latina/o Literatures, Arts, and Cultures. I co-edited a book titled Lenguas e identidades en los Andes: perspectivas ideológicas y culturales (2005, Abya-Yala). I am the author of the Quechua Phrasebook (2019, 5th Edition, Lonely Planet), and of a book on Language Ideology, Policy and Planning in Peru (2015, Multilingual Matters), and co-editor of Indigenous Language Revitalization in the Americas (2016, Routledge). I am currently about to complete a co-authored book manuscript titled Classroom Ethnography: Theory and Practice to be submitted to Multilingual Matters.

I am the Founder and President of the Association for Teaching and Learning Indigenous Languages of Latin America (ATLILLA), and I am the Co-Founder of the Global Institute for Transformative Education (GITE). I am also the Founder and Editor-in-Chief of the International Journal of Literacy, Culture, and Language Education (IJLCLE), and Co-Founder and Editor of the Global Journal for Transformative Education (GJTE). I possess solid experience as a translator, ethnographer and lexicographer. I have participated as a keynote speaker and invited speaker and presented papers in numerous academic events around the world. I have been a Visiting Professor at Tamkang University, Taiwan (R.O.C.) in the Summers of 2016 and 2017.

My research is from multi-, inter- and trans-disciplinary perspectives, drawing on fields as diverse as macro- and micro-sociolinguistics, educational linguistics/language education, applied linguistics, linguistic anthropology, Andean Studies, Indigenous Studies, Latin American Studies, and Literacy Studies. My research interests are: Documentation and revitalization of Indigenous languages in the Americas, policies and politics of language, language attitudes, ideologies and Indigenous language regimes, language and technology, language maintenance and shift, language contact phenomena, linguistic landscapes, world languages, world Englishes, bilingualism, multilingualism, translingualism, multilingual and bilingual education, Indigenous literacies in the Americas, issues of language, culture and identity in the Andes and beyond.
